Lowry Park · Tampa, Hillsborough County, FL

Lowry Park Insurance — Home, Auto, Flood & Umbrella

Lowry Park is a Tampa neighborhood of single-family homes along the Hillsborough River’s west bank, most built before 1980, with no HOA or gate. A permitted re-roof opens up more carriers, and roof-to-wall straps earn wind-mitigation credits. Plumbing counts too, since older pipes can limit water-damage coverage.

How Lowry Park is put together — and why a policy should follow suit

Lowry Park sits inside Tampa’s city limits between Sligh Avenue and Busch Boulevard, with Armenia Avenue on the west and the Hillsborough River, Florida Avenue, and Nebraska Avenue on the east, as the City of Tampa maps it. It is a street grid of single-family lots with a few apartment complexes. Census ACS 2020-2024 estimates for the core tract put detached houses at about 79 percent of units and attached homes under 3 percent, with roughly half of homes built before 1960. Owner-occupancy runs from 59 percent there to 88 percent in the tract north of it. There is no HOA, gate, or community development district, so there is no master policy and no gated-community credit — your policy carries the whole structure, and the discounts in play are the ones you document yourself. The one shared body, the voluntary Lowry Park Central Community Organization, dates from 2023 per the City of Tampa and insures nothing of yours.

Each of those gets its own section below. One quote entry puts the home, auto, flood, and umbrella pieces in front of 25+ carriers across our personal lines at the same time.

Roof age and build era: how carriers read a Lowry Park home

Carriers do not price a home’s age as a straight line. They price eras as cohorts, and Lowry Park has three: the homes built through the 1960s, the 1970s through 1990s additions, and infill built after Florida’s unified building code took effect in March 2002. Each cohort carries its own claims record and rates, and none is better or worse — they are data sets a carrier uses to fine-tune a quote. Documentation moves a quote more than the era does. A replaced roof backed by a City of Tampa permit or a wind-mitigation report opens more carriers to your home first, and the credits for roof shape, deck attachment, and roof-to-wall connections are real money second. Many carriers also ask for a four-point inspection on homes past a certain age, so have one ready.

The policy form follows the deed, not the floor plan

Almost everything here is a fee-simple single-family house, so the form question is simpler than in a townhome community. An owner-occupied home goes on a homeowners form, HO-3 for most and HO-5 where the home qualifies for open-perils contents coverage at replacement cost, both subject to each carrier’s eligibility rules. A house you rent out belongs on a dwelling-fire form, the DP-3, with landlord liability and loss-of-rents coverage discussed alongside it, while your tenant insures their own belongings through an HO-4. The handful of attached units in the neighborhood follow the deed, not the look — fee simple points to HO-3 or DP-3, condominium ownership to HO-6. Your deed settles it before the quote starts; working with your agent, the form follows.

Water damage, summer storms, and the separate flood decision

Water damage is the claim we see most, usually a pipe or water heater. We encourage clients to carry as much water-damage coverage as they can qualify for, though older plumbing and prior losses can limit or exclude it. Summer thunderstorms come next. Flood is its own decision, and in Florida the question is how much to carry, never whether to carry it. Interior blocks are FEMA Zone X on FIRM panels effective October 7, 2021, with AE along parts of the river bank, and Milton’s 2024 rain topped 16 inches at a Tampa gauge (NWS). Risk Rating 2.0 prices distance to the river, construction, elevation, and rebuild cost, not the zone letter. The City of Tampa holds CRS Class 5, a 25 percent NFIP discount citywide, per FEMA’s April 1, 2026 list. We price it three ways — the NFIP, 10+ private flood carriers, or an endorsement some home carriers add to their own policies.

Full driveways, backyard pools, and the umbrella over both

Households here keep about 1.6 to 1.8 vehicles, and half to six in ten keep two or more (ACS 2020-2024). A teen driver moves auto pricing more than anything, and our 6+ auto carriers price it differently, so quote early. We recommend liability limits well above the state minimum as the starting point, and always recommend uninsured motorist coverage, since the Insurance Research Council puts the uninsured share of Florida drivers at roughly 15 to 20 percent. A pool, dog, or river boat adds liability home and auto limits were not sized for, so an umbrella from one of 5+ carriers sits above both — from around $500 a year for the first $1 million, with a UM endorsement. No formula sizes it: as much as you qualify for and can afford, at a limit protecting the earnings you have now and expect later.

The same quote entry prices the auto and umbrella pieces alongside the home, so the limits line up instead of being set in three separate conversations.

Questions Lowry Park owners bring us

What flood zone is Lowry Park in, and does Zone X settle it?

Most interior blocks map to FEMA Zone X on the Hillsborough County FIRM panels effective October 7, 2021, with an AE band along the river bank in parts of the neighborhood carrying a 12-foot base flood elevation. The zone letter mostly matters to the lender. A standard homeowners policy excludes flood in either zone, so the real question is how much flood coverage the lot justifies, not whether to carry any. We check the exact address against the current FEMA map with each quote and price it through the NFIP, 10+ private flood carriers, and, where a home carrier offers one, an endorsement on the homeowners policy.

Our house was built in the 1950s. What will carriers want to see?

Documentation, mostly. Carriers price the 1950s as its own cohort with its own claims record, and the paperwork that widens the field is a wind-mitigation report, permit history for any re-roof from the City of Tampa’s online portal, and a four-point inspection covering roof, electrical, plumbing, and HVAC, which many carriers request on homes past a certain age. A replaced roof with paper behind it opens more carriers first and earns credits second. Where the roof is original, some carriers write an owner-occupied dwelling-fire form with comprehensive liability added and a roof settlement that is not replacement cost, a trade worth reading with your agent before taking it.

There is no HOA in Lowry Park. Does that change my policy?

It simplifies it. With no association there is no master policy to ask about and no maintenance reserve to mistake for insurance, so the policy on your house is written for the whole structure, the detached garage, and the fence, subject to its terms. There is also no gated-community credit, so the discounts that count are the ones you document yourself: wind-mitigation features, a monitored alarm, water leak-detection devices, and your insurance score. Each of our 20+ homeowners carriers weighs those differently, which is the reason to compare rather than renew on autopilot.

I rent out a house in Lowry Park. Which policy do I need?

A house you do not live in belongs on a dwelling-fire form, the DP-3, rather than a homeowners policy. It is written for the structure and your liability as a landlord, with loss-of-rents coverage and an ordinance-or-law option worth discussing on an older home, all subject to the carrier’s terms. Your tenant’s furniture and belongings are theirs to insure through an HO-4 renters policy. If you own several rentals here, some carriers write them on one schedule, and an umbrella can be layered above the landlord liability, which is a conversation worth having with your agent.

What should home insurance cost in ZIP 33604?

House to house the spread is too wide for an average to be useful. The drivers are the home’s era and construction, the documented roof age, the Coverage A rebuild figure the carrier’s estimator produces, endorsements like replacement cost on contents and ordinance or law, wind-mitigation credits, other discounts, and the loss history of the area, weighed differently by each of our 20+ carriers. A prior claim does not raise the rate by itself; it can shrink the list of carriers willing to quote the home and forfeit the claims-free discount, typically 2 to 10 percent, which are reasons to compare wider.

Does Tampa’s CRS discount apply to my flood policy?

If the policy is an NFIP policy, yes. Lowry Park is inside Tampa’s city limits, and FEMA’s CRS eligible-communities list effective April 1, 2026 shows the City of Tampa at Class 5, in effect since October 1, 2019, which means a 25 percent discount on NFIP premiums citywide. Private flood carriers and homeowners-policy flood endorsements price their own way and do not carry the CRS discount, which is one reason we quote all three routes against each other. NFIP policies also include no loss-of-use coverage, while certain private carriers offer it.

Is sinkhole coverage something to buy in this part of Tampa?

Start with what you already have. Catastrophic ground cover collapse coverage is included with admitted carriers in Florida. Broader sinkhole loss coverage is a separate endorsement that carriers must offer but may condition on an inspection, and where it is approved it commonly carries a deductible of 10 percent of the dwelling limit, not of the claim. It is not a premium driver and we do not treat it as something to shop for. It is a know-your-risk item, and if you are buying, the inspection period is the time to raise it with your inspector.
