Hillsborough County’s home insurance risk profile

Hillsborough is Florida’s fourth-most-populous county, home to roughly 1.5 million residents across Tampa, Brandon, Riverview, Valrico, Lithia, Plant City, Apollo Beach, Town ‘n’ Country, New Tampa, and Sun City Center. Storm surge and wind. The county uses storm-surge evacuation Zones A through E, and the 2026 zone expansion pushed Zone A farther inland along the coast and the Alafia River — into Apollo Beach, Town ‘n’ Country, and several mobile-home communities — with Zone E now reaching into New Tampa. In 2024, Hurricane Helene brought significant Tampa Bay storm surge, and Hurricane Milton produced record inland river flooding: the Alafia River near Lithia crested at roughly its highest level since the 1933 hurricane.

Flood is a separate policy — and nearly every Florida home needs some amount of it. Surge and river flooding are never covered by a standard homeowners (HO-3) policy, and across the state the real question isn’t whether you need flood coverage, it’s how much. Much of the county’s 2024 storm damage was flood damage, not wind damage, including well inland of the coast — which is why we walk every Hillsborough homeowner through their FEMA flood zone (the county’s Find-My-Flood-Zone tool at hcfl.gov is a good starting point) to size coverage correctly before assuming a home is protected.

Sinkhole exposure. Hillsborough sits inside what’s commonly called Florida’s “Sinkhole Alley” alongside Pasco and Hernando counties — per the Florida Office of Insurance Regulation, roughly two-thirds of the sinkhole damage reported statewide between 2006 and 2010 came from these three counties.

Roof age is the biggest lever you control. A current wind-mitigation inspection (form OIR-B1-1802, valid five years) can earn tiered premium credits for roof shape, roof-deck attachment, roof-to-wall connections, secondary water resistance, and opening protection — often the single biggest controllable factor in your premium.

Most Florida-domestic home insurers are rated by Demotech, a rating agency that specializes in regional and specialty carriers: “A” means “Exceptional,” and “A’” (A-prime) means “Unsurpassed.” Some carriers also carry a Kroll/KBRA rating, and a smaller number carry an AM Best rating (AM Best’s “A+” means “Superior”). These are three different agencies on three different scales — a Demotech “A” is not the same scale as an AM Best “A,” which is why we always show you which agency issued each rating rather than flattening them into one score.
